Funds Still Available for Several Housing and Community Development Programs

In order to support the growing housing market and preserve the security and aesthetics of existing residences, the City of Liberal provides Housing & Community Development programs. These programs, which offer housing-related services to eligible individuals, are financed by federal and state grants as well as a portion of the local one-cent sales tax.

The following programs are offered to residents:

By supporting and encouraging development projects that broaden the City’s economic base and contribute to the diversification and expansion of local job possibilities, the New Construction Housing Incentive helps to strengthen the local economy. offers a $5,000 incentive per unit for multi-family building or a $7,500 incentive for new single-family home.

For emergency home repairs or accessibility adjustments, the Home Repair Program offers financial aid to qualified veterans, senior citizens, people with physical disabilities, and people living in extremely low-income households. Emergency repairs must address a home’s deteriorating structural deterioration, looming safety or health risk, or bodily danger threat. Grants of up to $3,000 are given to qualified households. Households within Liberal’s 3-mile extraterritorial zone are eligible for this program.

For qualified first-time homebuyers, the First-Time Homebuyer Program offers a three-year, zero-interest loan up to $3,000 for closing fees and/or down payments. Eligible households are those that make 125% of the region median income or less.

By giving qualified homeowners up to $500 in vouchers to spend on exterior paint, primer, and other painting supplies, the Paint the Town Program improves the look of existing homes.

*NEW: For qualified applicants who have adopted and registered a dog from the Liberal Animal Shelter, the Fence Program offers up to $3,000 in financial assistance for qualified fence installation or repairs performed by a certified and insured contractor.

For qualified applicants who reside in their permanent residence, the Safe at Home Program offers smoke detectors, carbon monoxide detectors, and NOAA weather radios.

The Wastewater System Improvement Fee Waiver Program exempts qualified seniors who dwell in their permanent residence from paying the $10.00 monthly wastewater system improvement fee on their utility bills.
